In March 1990 a petition was filed in the Juvenile Court of Jefferson County alleging that R.W. was habitually truant from school and thus was a Child in Need of Supervision (CHINS). Following a hearing on this petition, the court entered a consent decree requiring R.W. to attend school regularly and assigning him to a probation officer.
