The appellants were convicted of possession with intent to distribute at least 1000 kilograms of marijuana aboard a vessel subject to the jurisdiction of the United States, in violation of 46 U.S.C. App. § 1903(a) (1988) and 18 U.S.C. App. § 2 (1988), and conspiracy to commit the substantive act above, in violation of 46 U.S.C. App. § 1903(j). As one ground for reversal, appellants cite a violation of the Court Reporter's Act:
