Zimblis Scott, a twenty-seven-year-old veteran with a lengthy history of mental problems, was discharged from the Alexandria, Louisiana Veterans Administration Medical Center on April 1, 1987. Two days later he was found dead by a roadway in Jennings, Louisiana. His parents, James and Floretta T.
