Before the Court is Defendants' Motion to Dismiss. The case arises out of the City of Grand Blanc's denial of the plaintiff's rezoning request. Plaintiff requested that his property in Grand Blanc be rezoned. The Grand Blanc City Council turned him down in 1980, and more recently in May of 1989.
