CARDAMONE, Circuit Judge:

This appeal challenges an extradition warrant that returns a New York resident to Florida to answer charges that he shot and killed a police officer in that state 44 years ago. Extradition, of course, is aimed at bringing an offender to justice swiftly in the state where the crime was committed.
