GREENWOOD, Judge:

Petitioner Juanita J. Fussell appeals the order of the Division of Occupational and Professional Licensing, Utah Department of Commerce (the Division), denying her application for licensure as a psychologist. Because the rule upon which the denial was based improperly exceeds the relevant statutory requirements, we reverse, and remand to the Division for determination of whether Dr. Fussell meets the statutory requirements, and...
