McDERMOTT, Justice.

About 4:30 A.M. on August 14, 1983, three oriental men entered the Ho Sai Gai restaurant in Chinatown in Philadelphia. According to the evidence, their purpose was to play out the time worn scenario of "protecting" recent immigrants. The "protection" offered was not from the wilds of the new land but rather from themselves. Terrorists. They said they were gangsters from New York and were "protecting" a number of other immigrant...
