After making a stop in Amsterdam, Defendant Isiaka Oduloye arrived in Vancouver, Canada, on April 25, 1989, on a flight bound from his homeland of Nigeria. Oduloye had a return ticket to Nigeria via New York City. Upon his arrival in Vancouver, Canadian customs officials questioned him because they suspected that he was a drug courier.
