HUYETT, District Judge.

Plaintiff James D. Harman, appearing pro se, brought this law suit on behalf of himself and as a representative of all of the citizens of Hegins and Hubley Townships and all manufacturers of steel septic tanks in the United States for injuries allegedly sustained as a result of defendants' refusal to permit the installation and use of steel septic tanks in Hegins and Hubley Townships.
