We deal with the question of the right of the public, including representatives of the press, to attend juvenile court sessions involving a juvenile charged with murder. The issue arises because, by St. 1990, c. 267, § 4, approved on December 4, 1990, and effective forthwith by declaration of the Governor, the Legislature changed the long-standing requirement in G.L.c. 119, § 65 (1988 ed.)
