The district court dismissed plaintiff's complaint, which made various claims at common law and under the civil rights statutes, against the District of Columbia and two of its police officers. We affirm except as to the § 1983 claim asserted against one of the police officers. We remand that claim to the district court for the plaintiff to replead in conformity...
