The Idaho State Department of Insurance (department) filed a complaint against Glen Cox, a licensed insurance agent, alleging inter alia, violations of the anti-rebate statute, I.C. § 41-1314. In the initial complaint, the department sought a revocation or suspension of Cox's license and/or a fine not to exceed $1,000.
