This matter is before the Court on appeal from the July 27, 1989 Order of the bankruptcy court. That order held that the automatic stay provisions of the Bankruptcy Code were violated by Honeywell Inc.'s initiation of a proceeding before the Interstate Commerce Commission (ICC) for a declaratory order barring "undercharge" claims asserted by debtor, Transportation Systems International, Inc.
