Raymond Lindsey, an Arkansas inmate, appeals from the District Court's1 order granting summary judgment to members of the Arkansas Parole Board (Board or Parole Board) on Lindsey's claim filed under 42 U.S.C. § 1983. We remand the case to the District Court with instructions to vacate its order and dismiss the action without prejudice.
