This case comes before this Court on remand from our Supreme Court for consideration as on leave granted. Defendant City of Southgate appeals the decision of the Workers' Compensation Appeal Board which held, in pertinent part, that plaintiff was not validly certified as vocationally handicapped when he was first employed by the city and therefore the city, who was plaintiff's employer when he was injured, had liability for plaintiff's workers' compensation...
