Angel Ortega-Rosario (Ortega) brought this action pursuant to 42 U.S.C. § 1983 alleging that his Fourteenth Amendment right to procedural due process was violated when his employment was terminated without a hearing. The district court determined that Ortega had not been deprived of any liberty or property interest cognizable by the Fourteenth Amendment and, therefore, granted summary judgment in favor of the defendants.
