WINTER, Circuit Judge:

Plaintiff appeals from Judge Elfvin's decision dismissing his complaint brought under 42 U.S.C. § 1983. We affirm.

Plaintiff's claim arises out of the discontinuance of his public assistance benefits. In November 1984, the New York State Department of Social Services ("NYSDSS") required Sawma, as a condition of receiving such benefits, to complete and submit a medical form regarding employability in a "Work Experience Program."...
