This appeal marks the latest chapter in what has become a crusade: the unremitting effort of plaintiff-appellee Celso Lopez Lopez (Lopez), a native Puerto Rican, to eliminate, or at least curtail, the operations of certain checkpoints established by the federal Immigration and Naturalization Service (INS) at the Luis Munoz Marin International Airport in Isla Verde, Puerto Rico.
