Plaintiff-appellant John Dennison ("Dennison") sued defendant-appellee County of Frederick (the "County") under 42 U.S.C. § 1983 (1988), alleging constructive discharge in violation of Dennison's first and fourteenth amendment rights. The district court granted the County's motion for summary judgment on the basis of collateral estoppel.
