Appellant is the owner and operator of the Quick Stop Center convenience store in Sanford, Florida. On May 23, 1988, an "underage operative" working with the Sanford Police Department entered the Quick Stop Center, took a can of Miller beer from the cooler and proceeded to the checkout counter.
