This appeal comes to us from a cease-and-desist order issued by the Comptroller of the Currency against the First National Bank of Gordon in Gordon, Nebraska, a national banking association. The Comptroller found that the bank was in violation of law in several respects: (1) it had made loans to a single borrower, the Oglala Sioux Tribe, in excess of the loan limit contained in 12 U.S.C. § 84; (2) it had filed an untrue report of condition...
