This appeal is from a mandamus proceeding in the trial court. Appellants, the City of Houston ("City") and city controller George Greanias, contend that the trial court erred in granting a writ of mandamus ordering Greanias to pay appellee Jay Howard Hill $600,780.82 in satisfaction of a judgment Hill took against the City in a separate proceeding.
