Relator Bruce Copeland obtained a writ of certiorari, seeking review of his discharge as a police officer for the City of Minneapolis. Relator was discharged for "gross misconduct" in violation of Minneapolis Civil Service Commission Rule 11.03A.3, which permits discharge based on failure to meet minimum performance standards due to chemical dependency.
