Appellants Paul Nolan and Woodland Homes, Inc. (hereinafter Nolan), appeal the trial court's dismissal of a petition for writ of review and/or mandamus, in which they sought review of the Snohomish County Council's decision in a land use matter. The Council had affirmed the hearing examiner's decision to deny Nolan's plat application and vacate a mitigated determination of nonsignificance in a development proposed by Nolan.
