Plaintiff-Appellant International Drilling and Energy Corporation [IDEC] filed a complaint against the Department of Energy [DOE] in the United States District Court for the District of Delaware, seeking judicial review of a final order by the DOE's Office of Hearings and Appeals [OHA] denying IDEC's refund application.
