ISSUES

This appeal presents two major issues: (1) whether the State carried its burden of proof by satisfying the requirements of LSA-R.S. 13:1601B for terminating parental rights of appellant, CDM and (2) whether the State or the agency of the State involved, Department of Social Services, may be cast for the attorney's fees of the attorneys appointed by the court to represent the child and the mother, CDM.
