Petitioner commenced this proceeding on October 24, 1986 to terminate respondent's parental rights with respect to Jasmine T., who was then four years old and had been in foster care for more than 18 months. Following a hearing, Family Court found that respondent had abandoned the child and, accordingly, terminated respondent's parental rights, committed the child to the guardianship and custody of petitioner and empowered petitioner to consent...
