This is a negligence action brought pursuant to the Federal Tort Claims Act, Title 28 U.S.C. § 2671 et seq. The principal plaintiff is a 12 year old boy who has contracted Acquired Immune Deficiency Syndrome (AIDS) through a series of blood transfusions following a tonsillectomy.
