At various times from 1983 through June 5, 1987, the injured party, Christina J. Ott, suffered personal injury as a result of numerous sexual assaults by her stepfather, Donald Kemp. The assaults were committed at various addresses in the state of Florida. The applicant, Tamarah Eveland, is the injured party's mother and former spouse of the offender.

The assaults were reported to the Columbus Police Department and the Sheriff...
