PER CURIAM:

This is an appeal by the Commissioner of the West Virginia Department of Motor Vehicles from a July 27, 1988, final order of the Circuit Court of Monongalia County. That order modified a ruling of the Commissioner revoking the driver's license of Tracy D. Sanders, the appellee, for life based upon his third offense of driving while under the influence of alcohol. The Commissioner contends that the circuit court erred in reinstating the appellee's license...
