Petitioner makes three arguments on appeal. First, petitioner argues that the Commission's finding that he left work voluntarily is a conclusion of law that is fully reviewable by this court. Second, petitioner asserts that the appropriate standard of review for decisions of the Commission is "substantial evidence on the whole record," not the "any competent evidence" standard.
