The present appeal involves actions taken by the defendants, the Joliet Park District and its board of commissioners, pertaining to the Joliet Park District Airport. The circuit court of Will County ruled that certain measures approved by the board were invalid because one of the commissioners who voted on the measures was acting under a conflict of interest, as defined and prohibited by statute.
