In August of 1990 the United States appropriated a small parcel of land, 1,223.8025 square meters in size, in metropolitan San Juan, Puerto Rico. The land was owned by the Commonwealth of Puerto Rico. The United States alleges that it took the land in order to construct an emergency exit ramp for the soon to be occupied federal building and courthouse located on the land contiguous to the parcel at issue here.
