Per Curiam.

Defendants-appellants, the city of Cincinnati and the Cincinnati Board of Building Appeals ("board"), appeal from an order of the trial court reversing the board's decision to revoke a building permit issued to plaintiff-appellee, Queen City Terminals, Inc. ("Queen City"). Queen City has also filed a cross-appeal. For the reasons expressed herein, we affirm the judgment of the trial court.
