The City of Bells (Bells) appeals the trial court's order granting summary judgment against it in a suit for declaratory judgment filed by the Greater Texoma Utility Authority (Texoma Utility) and landowner Kenneth T. Grantham. The trial court held that Bells's ordinance number 300-A, which restricts the location and size of solid waste disposal sites within the extraterritorial jurisdiction...
