This case is before the court on appeal from the decision of the Lucas County Board of Revision ("board"). The appellant, Audrey M. Raker, property owner of a duplex located at 2317 Copland Boulevard, Toledo, Ohio appeals the decision of the board dated December 12, 1989 increasing the taxable value of her property from $24,380 to $33,250.1
