I. BACKGROUND

The defendant, Bruce L. Porter, is charged with one count of Murder in the first degree and one count of Possession of a deadly weapon during the commission of a felony. The crimes allegedly occurred on or about February 4, 1990, in New Castle, Delaware. The defendant is charged with intentionally shooting the deceased, Dyan Reed, in the head with a handgun.
