Proceeding under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, and the Privacy Act, 5 U.S.C. § 552a, the plaintiff seeks the release of a "record" about him. This record consists of a one-page inter-office memorandum created by the Federal Bureau of Investigation ("FBI") in 1951 and a two-page indices search record apparently generated by the defendant's search of its files as the plaintiff...
