OPINION AND ORDER

BILLINGS, Chief Judge.

The sole issue in this case is whether the voting apportionment of the Bennington-Rutland Supervisory Union violates the equal protection clause of the United States Constitution. For the forthcoming reasons the court finds that the Bennington-Rutland Supervisory Union Board is not subject to the fourteenth amendment's guarantee of equal voting strength; therefore, the defendant's motion for summary judgment is GRANTED...
