Appellant pled nolo contendere to the unlawful purchase of cocaine in violation of section 893.13(1)(a), Florida Statutes (1987), but specifically reserved his right to appeal the denial of his motion to dismiss on the ground that chapter 87-243, Laws of Florida, which contains section 893.13(1)(a), is unconstitutional. Appellant argues that chapter 87-243 violates the "one subject rule" of Article III, Section 6, of the Florida Constitution...
