This matter is before the Court on plaintiff's motion for summary judgment and on defendant's and defendant-intervenor's cross-motions for summary judgment. Plaintiff seeks a declaratory judgment that a Copyright Office regulation is invalid for its failure to retroactively assess interest on late royalty payments.
