The petitioner Thomas Kokell was charged in Connecticut with illegal shellfishing arising from an incident which allegedly took place on December 21, 1987. He denied his presence in Connecticut on that date and commenced a habeas corpus proceeding to test the legality of the warrant issued by the Governor of New York State for his extradition...
