Patricia Harkness, a probationary special education teacher in the Palmyra-Eagle School District, appeals from a summary judgment dismissing her complaint against the district. After the district board voted not to renew her teaching contract, Harkness sued for reinstatement and substantial money damages, claiming that the board had violated sec. 118.22(3), Stats., which sets forth the procedures to be followed by school districts desiring not to renew...
