This is an appeal by the Department of Transportation, Bureau of Driver Licensing (DOT) from the order of the Court of Common Pleas of Allegheny County, dated December 6, 1989, which sustained Richard Courson's (Courson) appeal of his driver's license suspension. Courson's license had been suspended pursuant to what is popularly called the Implied Consent Law, found at Section 1547 of the Vehicle Code (Code), 75 Pa.C.S. § 1547.
