This case involves a dispute between the City of Hagerstown ("the city") and two Hagerstown police officers ("the officers") over the correct procedures to be used in determining whether the officers should be disciplined. The city argues that the officers must submit to the procedures of the Law Enforcement Officers' Bill of Rights (LEOBOR), Md. Ann. Code art. 27, §§ 727-734D.
