On January 11, 1990, this Court issued Administrative Directive No. 17, which stated as follows:

The resources available to the Judiciary have been drastically reduced for the remainder of the fiscal year 1990. Accordingly, each superior and district court judge and clerk is hereby ordered to postpone until after July 1, 1990 any civil jury case for which the jury has not yet been drawn. The administrative judge is hereby authorized...
