This is an appeal by the city of Gloucester from a grant of summary judgment for the defendants. The judgment affirmed an order of the Civil Service Commission (commission) requiring the city to reinstate the defendant D'Antonio to his employment as a junior draftsman in the city's department of public works (DPW).
