The unnamed appellant is a family-owned chemical company in Dorchester County. At some time before January 27, 1989, the Environmental Crimes Unit of the Attorney General's Office began an investigation of the appellant corporation (the Corporation) and some of its employees for alleged violations of both the State's Hazardous Substance Control Law and the State's Water Pollution Control Law.
