The sole issue in this case is whether the superior court had jurisdiction to review the DMV's denial of petitioner's request for conditional restoration of his driver's license pursuant to N.C.Gen.Stat. § 20-19(e). Respondent DMV argues that since petitioner's license was originally mandatorily revoked under N.C.Gen.Stat. § 20-17, petitioner is not entitled to an appeal.
