On April 15, 1988, Trooper Fred Ponder of the Georgia State Patrol and Sheriff Tony Kennedy of Webster County, Georgia, established a roadblock on the highway known as Corridor Z for the purpose of checking drivers' licenses, automobile registrations and proof of insurance of those drivers in vehicles passing through the road-block.
